The 明尼苏达城市联盟 provides the 特别评估工具包 as informational material on a detailed statutory procedure. Cities should consult their attorney, 工程师, qualified licensed appraiser and financial advisor for professional advice in using this procedure. Any attorney general opinions cited are available from the League’s 研究 staff.

Special assessments are a charge imposed on properties for a particular improvement that benefits the property’s owner. Cities often use special assessments to finance large-scale repairs and maintenance operations on streets, 人行道上, 下水道, 以及类似的设施. The city may finance all or part of an improvement’s cost in this manner, but only by strict compliance with the law (Minn. 统计. Ch. 429).
